Develop a Rationale for Australian Time Zone Designations Day

Where the Phrase 'Messed Up' Originated

Above is a map of Australia showing how time is reckoned compared to Greenwich Mean Time. Actually, it's related to Coordinated Universal Time, which itself is kinda messed up, and nobody has ever heard of it before. (It's called Temps universel coordonne in French, but its abbreviation is UTC.)

There is a Wikipedia page devoted exclusively to an attempt at explaining Time in Australia. That this page is needed speaks volumes.

The article speaks of standardization. Why, I'm not sure.

Quoting Wiki, "In Victoria, South Australia, Tasmania and the ACT, the starting and ending dates of daylight saving times are officially determined by proclamations, declarations, or regulation made by the State Governor or by the responsible minister. Such instruments may be valid for only the coming year...."

Come again?

Lord Howe Island off the east coast uses +10:30 in the winter and +11:00 in the summer.

Wait...what?

UTC +8:45 is used in one area in the southeastern corner of Western Australia and one roadhouse in Southern Australia.

I give up.

Good luck developing a rationale for any of this.
