You know you've always wanted to do this, so why not get started now?
If you're still a little unsure, you could start with a free one at Blogspot.com.
If you want to get fancy-schmancy, I recommend using WordPress and buying space for your blog at SiteGround.com. You can get a name for your site at NameCheap.com.
The blog you're reading now is a free one at Blogspot (or Blogger, which is almost the same thing). Blogspot / Blogger is / are owned by Google.
Blogging can be a lot of fun, if you have something to say that you think others would be interested in reading (or watching, if video).
If you have nothing interesting to contribute to the worldwide conversation, then I suggest you leave the blogging to someone else.
Find a different hobby that won't hurt anyone.
